وزارة الأسرى: (7000) فلسطيني في سجون الاحتلال الإسرائيلي
رام الله-26-8-2014- قالت وزارة الأسرى والمحررين، في تقرير لها أعده مدير دائرة الإحصاء بوزارة الأسرى والمحررين، وعضو اللجنة المكلفة بإدارة شؤون الوزارة بقطاع غزة، عبد الناصر فروانة، أن حجم الاعتقالات قد اتسعت في الأسابيع الأخيرة، لا سيما بعد اختفاء وقت المستوطنين الثلاثة في الخليل، وأن أعداد الفلسطينيين في سجون الاحتلال الإسرائيلي ارتفعت بشكل ملحوظ لتصل إلى نحو (7000) آلاف أسير، وأن الرقم قابل للارتفاع في ظل استمرار الاعتقالات اليومية والتي باتت تشكل ظاهرة يومية مقلقة.
وتابعت: أن (84,8%) منهم هم من سكان الضفة الغربية ، وقرابة (9,5%) من القدس ومناطق الـ48، فيما الباقي من قطاع غزة ويشكلون ما نسبته نحو (5,7%) بينهم (22) مواطنا اعتقلوا خلال الاجتياح البري للمناطق الحدودية جنوب قطاع غزة ، موزعين على قرابة ( 18) سجناً ومعتقلاً ومركز توقيف، أبرزها: نفحة، رامون، النقب ،عسقلان، عوفر، بئر السبع، هداريم، جلبوع، شطة،مجدو، الرملة، الدامون، هشارون، هداريم.
وأضافت : أن من بين المعتقلين (60) معتقلا كانوا قد تحرروا في إطار صفقة "شاليط" وأعيد اعتقالهم خلال الحملة، بالإضافة إلى (15) معتقلا آخر كانوا قد تحرروا في ذات الصفقة وأعيد اعتقالهم في أوقات سبقت الحملة الأخيرة، وأعيدت لبعضهم الأحكام السابقة، فيما فرضت أحكام جديدة على البعض الآخر، بالإضافة إلى "الأسرى القدامى" وعددهم (30) أسيرا وهم المعتقلين منذ ما قبل أوسلو ويقف في مقدمتهم الأسير كريم يونس المعتقل منذ قرابة (32) عاما، وهؤلاء كان من المفترض إطلاق سراحهم ضمن الدفعة الرابعة أواخر مارس/ آذار الماضي في إطار التفاهمات الثنائية برعاية أمريكية، إلا أن حكومة الاحتلال تنصلت من ذلك وأبقتهم في سجونها..
وأوضحت الوزارة في تقريرها بأن من بين إجمالي المعتقلين يوجد (477) معتقلاً يقضون أحكاما بالسجن المؤبد (مدى الحياة) ، و (19) أسيرة، أقدمهن الأسير لينا الجربوني المعتقلة من أكثر من 12 عاماً، بالإضافة إلى وجود أكثر من (250) طفل تقل أعمارهم عن 18 عاماً. كما وأن عدد المعتقلين الإداريين ارتفع بشكل لافت ليتجاوز الـ (500) معتقلا إدارياً دون تهمة أو محاكمة.
وأشارت إلى وجود (36) نائبا في سجون ومعتقلات الاحتلال، بالإضافة إلى ثلاثة وزراء سابقين اثنين منهم اعتقلا خلال الحملة الأخيرة.
وأعربت الوزارة عن بالغ قلقها جراء استمرار إسرائيل بإهمالها بعلاج ما يقارب من ( 1500 ) أسير يعانون من أمراض مختلفة وعدم تقديم العلاج اللازم لهم ، منهم ( 14 ) حالة دائمة في ما يُسمى مستشفى سجن الرملة ، وعشرات آخرين يعانون من أمراض الإعاقة والشلل والقلب والأورام الخبيثة والسرطانية، منهم وخالد الشاويش وناهض الأقرع ومنصور موقدة ورياض العمور ومعتز عبيدو وأيمن طبيش ومحمد براش وغيرهم.
و ذكرت الوزارة في تقريرها أن ( 205 ) أسرى استشهدوا في السجون الإسرائيلية منذ عام 1967 جراء التعذيب والقتل العمد بعد الاعتقال والإهمال الطبي والإصابة بالرصاص الحي وكان آخرهم الشهيد حسن الترابي.
بالإضافة لعشرات الأسرى الذين استشهدوا بعد تحررهم بفترات وجيزة جراء أمراض ورثوها عن السجون بسبب سوء الأوضاع الحياتية وظروف الاحتجاز والإهمال الطبي ، أمثال مراد أبو ساكوت وهايل أبو زيد واشرف أبو ذريع وفايز زيدات وزكريا عيسى وغيرهم .
وشددت وزارة الأسرى على ضرورة عدم التعامل مع الأسرى لمجرد أرقام فقط ، وان كانت مسألة الإحصاء مسألة هامة وينبغي القيام بها، غير أن ما ينبغي فهمه هو أن خلف هذه الأرقام التي تخص الأسرى تكمن حياة ومعاناة وقصص ومشاعر للأسرى وأهالي الأسرى ، وبالتالي وجب البحث عن إيجاد آليات وسُبل لإظهار قضيتهم، وشرح معاناتهم وتسليط الضوء على ظروف حياتهم وأماكن احتجازهم وما يتعرضون له من معاملة قاسية وانتهاكات جسيمة تتنافى وبشكل فاضح مع أبسط قواعد القانون الدولي الإنساني ومبادئ حقوق الإنسان.
: 7000 Palestinians currently imprisoned by Israel
Head of the Public Relations Department of the Palestinian Ministry of Detainees, Abdul-Nasser Ferwana, stated that Israeli soldiers have kidnapped more than 2000 Palestinians since July 12, after three Israeli settlers went missing, and were later found dead.
Ferwana said that the arrests are ongoing,
targeting a wide range of Palestinians of different ages, including children,
adding that the army kidnaps around 30 Palestinians a day.
The former political prisoner also said the majority of arrests took place in
different parts of the occupied West Bank, while around 750 Palestinians have
been kidnapped in occupied Jerusalem, and other areas in Historic Palestine.
More than 350 of the kidnapped Palestinians are now held under arbitrary
Administrative Detention orders, without charge or trial.
Ferwana called on media outlets to continue their coverage on the plight of the
Palestinian political prisoners, especially since they are subject to torture,
ongoing assaults and abuse, during interrogation and after they are sent to
prison, where they live under very difficult conditions in prisons that violate
every principle of human rights and the Fourth Geneva Convention.
On Tuesday, August 26, The Palestinian Ministry of Detainees stated, in a report
by Ferwana, that the number of Palestinians currently imprisoned by Israel is
around 7000, and that it is constantly rising due to daily arrests.
Around %84.8 of the detainees are from the West Bank, %9.5 from Jerusalem and
historic Palestine, and the rest (%5.7) are from the Gaza Strip, including 22
who were kidnapped during the recent Israeli military invasion into southern
Gaza.
The Political Prisoners are held in 18 prisons, detention and interrogation
centers, mainly in Nafha, Ramon, Negev Detention Camp, Asqalan, Ofer, Be’er
as-Sabe’, Hadarim, Majeddo, Ramla, HaSharon, Damoun, and Galboa’.
60 of the detainees have been rearrested after being freed under the Shalit
Prisoner Swap Agreement, and 15 others, also freed under the agreement, but have
been arrested again before the latest Israeli offensive on Gaza, and are facing
life-terms, as Israel reinstated the original court rulings against them despite
their release under the swap deal.
Israel also refused to release the fourth and final phase of 30 veteran
detainees, held before the Oslo Agreement of 1993, including detainee Karim
Younis, who has been held by Israel for more than 30 years, and was supposed to
be released along with the remaining veteran detainees by the end of last March.
However, Israeli broke its own vows, and violated the American-mediated
agreement that was supposed to facilitate the resumption of direct political
talks.
The Ministry of Detainees provided the following information:
1. 477 detainees are serving life terms.
2. 19 female detainees are currently imprisoned; the longest serving of them is
Lina Jarbouni who was taken prisoner more than 12 years ago.
3. 250 Palestinian children are still imprisoned by Israel.
4. 500 detainees are currently held under Administrative Detention orders
without charges or trial.
5. Six elected former government ministers are still imprisoned by Israel.
6. 36 elected legislators are still imprisoned by Israel.
7. 1500 detainees suffer with various illnesses, and serious conditions,
including cancer, heart conditions, and liver diseases, and paralysis. 14 of
them permanently staying at the Ramla Prison Clinic that lacks basic supplies.
8. 205 detainees died in Israeli prisons since 1967, due to torture, medical
neglect, and due to being shot and killed by the arresting officers or while in
prison.
9. Dozens of detainees died shortly after their release due to diseases they
contracted in prison, and were not provided the needed medical attention.
